The swift growth of artificial intelligence (AI) has the potential to exacerbate global disparities, the United Nations cautions, unless access to AI technology, infrastructure, and expertise is broadened beyond a select few countries and companies. An independent UN scientific panel’s new report emphasizes that merely providing AI tools does not ensure equal advantages. Nations that rely on external AI models, cloud systems, and data infrastructure might face challenges in governing standards, implementing safety protocols, and adapting technologies to local needs.
The report outlines both the opportunities AI presents and the risks it poses. It highlights AI’s potential to enhance sectors like healthcare, education, and agriculture. However, the misuse of AI could lead to issues such as fraud, misinformation, and threats to democracy. To mitigate these risks, the UN panel suggests that countries prioritize investments in domestic AI infrastructure, build local data centers, enhance digital skills and AI education, and conduct safety research. They also recommend establishing robust systems to monitor AI performance post-deployment.
Currently, the development of AI is predominantly led by economic powerhouses such as the United States and China, which have taken the forefront in advanced AI models and computing infrastructure. This concentration of capabilities may hinder the involvement of developing nations, experts warn. The report underscores the need for a more inclusive approach, ensuring that all countries can participate in and benefit from AI advancements.
Language barriers and discrepancies in internet access are cited as significant obstacles. Many AI systems are optimized for widely spoken languages, which leaves a considerable portion of the global population, who speak less common languages, at a disadvantage. Additionally, billions of individuals remain without internet access, impeding their ability to benefit from AI innovations.
The UN urges international collaboration and the responsible development of AI to promote inclusive growth rather than deepen existing global inequalities. By fostering cooperation among nations and supporting equitable technology distribution, the aim is to ensure that AI contributes positively to global development rather than reinforcing existing divides.
